TeachCharleston: A Connection to Teaching in Charleston County

Charleston County School District (CCSD) offers TeachCharleston as an opportunity for bright, talented individuals to pursue a South Carolina teacher certification in middle level or secondary math, science, or English. 

The three-year job-embedded teacher development program provides training and professional learning in a cohort setting to prepare and support selected participants for classrooms in CCSD.

Eligibility Requirements

The following is an overview of eligibility requirements for the application process for TeachCharleston.

  • Bachelor’s Degree or higher from an accredited college or university with a minimum of 21 credit hours in math, science, or English;
  • Transcripts with a minimum overall 2.75 GPA OR completion of all required coursework with a minimum grade equivalency of “C”;
  • Clearance interview with TeachCharleston;
  • Panel interview;
  • Writing sample;
  • Passing score on the content area assessment(s).

TeachCharleston Application Process

Step 1 

Prior to beginning the online application, please submit the TeachCharleston Interest Form to Teach_charleston@charleston.k12.sc.us
Step 2 

Access Charleston County School District’s (CCSD) Online Application system to begin the application process. Online applications may only be submitted once per educator,but may be updated through the application system.

Step Three.Eligible candidates are considered for TeachCharleston Fellowship through an Initial Interview, Panel Review, and Writing Prompt. Eligible candidates will be contacted via email for appointments. 

Upon successful completion of the selection process, eligible candidates will be issued a TeachCharleston Statement of Eligibility (TCSOE) from CCSD. 

Employment with CCSD

After receiving a TCSOE from CCSD, applicants are eligible to seek employment in CCSD as a TeachCharleston Fellow. 

TeachCharleston Fellows may find it helpful to review job availability through the CCSD application system, Applitrack. Fellows are required to secure employment with CCSD prior to participation in TeachCharleston Basic Training I. 

TeachCharleston Fellows who are hired for a teaching position with CCSD will be asked to complete a Confirmation of Employment (COE). The COE is shared with the South Carolina Department of Education for certification purposes.

In addition to a one-year employment contract with CCSD, TeachCharleston Fellows also submit the TeachCharleston Agreement to Human Resources. 

South Carolina Certification Application Process

During TeachCharleston Basic Training I, Fellows will begin the South Carolina certification application process. 

Step One.

Access the South Carolina Department of Education’s Online Application feature to begin the certification application process. Online certification applications may only be submitted once per educator. 

Step Two.

The certification application fee is required of all certification applicants during the certification process. You have the option to submit a money order or electronic payment for $105.00 to cover the processing of your certification application materials. Money orders should be made payable to the “South Carolina Department of Education.” The $105.00 fee is Non-Refundable and does not include the FBI fingerprinting processing fee. 

The application fee for TeachCharleston applicants is due during the first week of Basic Training I. To submit payment online, please access the Pay Application Fee Online feature of the SCDE’s website. 

Step Three.

Official transcripts from each college or university you have attended are required for all certification processes. South Carolina’s Office of Educator Services accepts official transcripts either by mail or electronic submission.

Transcripts sent by mail must arrive in an official sealed envelope at the following address:

Transcripts sent electronically from a college or university must be sent directly from the registrar’s office at the college or university to transcripts@ed.sc.gov

Transcripts transmitted from a transcript service such as Parchment, E-Scripts, or Credential Solutions must be sent through the service’s web-based delivery system or to transcripts@ed.sc.gov

NOTE: When using Parchment, please select the option for the South Carolina Department of Education—Educator Services from the drop-down menu.
Forwarded transcripts from personal e-mail addresses will not be accepted. 
Step Four.

An individual applying for teacher certification must present the minimum required score on the appropriate examination(s) as established by the South Carolina State Board of Education. TeachCharleston Fellows have previously submitted minimum required scores on the appropriate examination(s) as part of CCSD’s selection process for TeachCharleston Fellowship.

A summary of test information is available through the Educational Testing Service (ETS). The ETS site also has specific information on each test, sample questions, and registration information.

Step Five.

Section 59-25-115 of the South Carolina Code of Laws and State Board of Education Regulation 43-51 require all applicants for educator certificates to complete a fingerprinting process. Your fingerprints will be used to check the criminal history records of the Federal Bureau of Investigation (FBI) and the South Carolina Law Enforcement Division (SLED). 

Background reports generated through the fingerprinting process are used to determine an applicant’s eligibility for a South Carolina educator certificate. The State Board of Education has the legal authority to deny, revoke, or suspend a certificate, or issue a public reprimand, for the causes outlined in Regulation 43-58.

You have the opportunity to complete or challenge the accuracy of the information contained in the FBI identification record. The procedure for obtaining a change, correction, or updating an FBI identification record are set forth in Title 28, CFR, 16.34.

The SCDE only accepts background reports obtained through the state’s approved fingerprinting process with MorphoTrust USA. In-state applicants must schedule an appointment for electronic fingerprinting at one of MorphoTrust’s IdentoGO centers, located in major population areas throughout the state. Out-of-state applicants must request a fingerprint card for submission to MorphoTrust.

In-state applicants can schedule an appointment for fingerprinting by contacting L-1 Enrollment Services at www.identogo.com. Applicants without Internet access may register by calling the MorphoTrust toll-free number at (866) 254-2366.

The vendor will provide information regarding the documentation required in order to complete the background reporting process. Please note that the processing fee is $50.50. Applicants must provide the following information when scheduling the appointment to have the fingerprints completed:

Applicants must bring a valid South Carolina Driver’s License to the fingerprint appointment. Any applicant without a valid SC Driver’s License must provide two forms of identification issued by another state or by the federal government, one of which must be a photo ID.

Applicants who live outside of South Carolina may have their fingerprints completed manually by a local law enforcement agency or other entity that provides fingerprinting services in their area. This process includes several steps:

  • Request a fingerprint card from the Office of Educator Services via phone (803-896-0325) or email (certification@ed.sc.gov). The fingerprint process must be completed on the provided card.
  • Take the fingerprint card to a local law enforcement agency or other entity that provides fingerprinting services and obtain a set of fingerprints. Fingerprints may be either ink rolled or electronically captured and printed onto provided card
  • Register and pay for the “Fingerprint Card Processing Service” through MorphoTrust at identogo.com. For assistance with the registration process, please contact MorphoTrust at 844-321-2124
  • Upon completion of the registration process through MorphoTrust, applicants are provided a Registration ID (available on the appointment confirmation document). The Registration ID must be entered into the uppermost-right section of the fingerprint card, labeled “Leave Blank”
  • Submit the completed fingerprint card with Registration ID included to:

Please note that law enforcement agencies in some states may not offer manual fingerprinting services. Should you find that you are unable to complete the out-of-state process, please complete the in-state process upon your relocation to South Carolina.

Step Six.

A copy of your Social Security card is required of all certification applicants. Submit a photocopy of your Social Security card and fax or mail via US Mail. For security purposes, copies of the social security card are NOT to be submitted by e-mail.
Upon successful completion of Basic Training I and Summer Institute I, CCSD submits a TeachCharleston Confirmation of Employment to the SCDE to initiate the issuance of a one-year teaching certificate. 

TeachCharleston Fellows – Program Overview

TeachCharleston is a three-year program. The following overview includes information about each year of the program. The timeline provided begins after employment is confirmed. 

Academic Year One.
Fellows attend and successfully complete the following as indicated:

Successful completion of TeachCharleston Year 1 is determined by successful completion of Basic Training I, Summer Seminar I, Monthly Fellowships, and Quarterly Seminars. Fellows must be in attendance at all sessions.
